O uso lícito e econômico da reserva legal com atividade pastoril sustentável no bioma Pampa

Abstract

The theme of this work is the licit and economic exploitation of the Legal Reserve with pastoral activities through sustainable management. Knowing that the economic use of the Legal Reserve can vary greatly according to the biome in which it is located, the predominant vegetation and the natural resource to be explored, a greater delineation of the research object was necessary. Therefore, an epistemological cut was made to investigate, economic use of the Legal Reserve thought substantinable management based on f the Brazilian and Rio Grande do Sul legal system. Specifically, the pastoral activity in the Pampa Biome was considered although it belongs to encompassed in the technical - legal arena, in order to achieve the objectives, the meaning, interpretation and application of the legal norm were sought through the evaluation of technical elements, geography, biology and related matters to the Pampa biome, especially within the scope of our state of Rio Grande do Sul, since it is the only unit of the federation with such biome. Thus, this work is divided into three chapters, where the evolution of the protection of the natural environment, the nature of the native grasslands of the Pampa biome and finally the licit use of the legal reserve with pastoral activity were discussed. In general, this investigation started from the hypothesis that the pastoral activity in native grasslands, practiced for centuries in grassland ecosystems of the Pampa biome, it is an alternative to use the Legal Reserve that can guarantee its conservation, if the natural reproduction capacity of native vegetation is respected. The discussion presented in the course of the research confirmed the initial hypothesis of this work, that the legal, sustainable and economic use of pastoral activity in a Legal Reserve area in the Pampa Biome is possible. It was possible to conclude that the correct interpretation and application of environmental protection laws in the Pampa biome and the proper management of livestock activities are actions that, could contribute to the maintenance of remaining native grassland areas.
