A agenda de defesa brasileira na amazônia internacional: o combate ao narcotráfico e às redes paralelas do crime organizado na região (2000-2024)

Abstract

The current universality of the drug problem on the international stage is a phenomenon of great magnitude, with drug trafficking not only generating international political conflicts but also directly affecting communities, families, and individuals. This problem intertwines with other illicit activities, such as the smuggling of natural resources, deforestation, and biopiracy, challenging the sovereignty of states. The Pan-Amazon region, which is strategic both for the production and distribution of drugs, demands effective regional and international collaboration, being crucial for public security, especially in the fight against drug trafficking. In light of this, this study proposes to investigate how Brazilian national security policies and international cooperation initiatives in the International Amazon contribute to addressing drug trafficking, considering the geopolitical, socioeconomic, and environmental dynamics of the region. The hypothesis for corroboration or refutation proposes that the convergence between national policies, led by Brazil, and international efforts constitutes a strategic axis for the flow of information, the strengthening of borders, and the advancement of development initiatives in the International Amazon. In this sense, the objective is to analyze the impact of drug trafficking in the region, in addition to highlighting the strategies of international cooperation among the affected countries. The research also seeks to identify the main actions adopted to mitigate the damage caused by this phenomenon, considering the geopolitical complexities involved. To make it possible to identify the facts, the hypothetical-deductive method will be employed, which will guide the formulation of hypotheses and the use of concepts and theoretical indicators to identify patterns and trends in drug trafficking and to assess whether shared security policies have been implemented in the region. Characterized as basic research, its objective is to expand theoretical knowledge without focusing on the direct application of solutions. With the data organized, the research will conduct a critical analysis to confirm or refute the hypothesis that international cooperation among the countries of the Pan-Amazon region, through bilateral and multilateral agreements, joint operations, and agent training, can result in more effective strategies for eradicating drug trafficking in the region.
