Abstract

The process of globalization has brought about changes in the international perspective, from the process of closer social, political and cultural ties. The growth of the world economy and the process of expansion of the maritime modal, accentuated by globalization, end up generating asymmetries between the actors, who have, on the one hand, the large Transnational Corporations, and on the other the maritime workers. Thus, we set out to investigate elements of the systemic influence of the International Labour Organization on labour issues at sea. Is it possible to interpret if the structure and the decision-making process of the International Labour Organization has led to the effective participation of seafarers in the construction of their international labour system? As a reference for the study, we work with the hypothesis that maritime workers do not have the means to mobilize the necessary resources to press their interests through the tripartite system used in the formulation of the Maritime Labour Convention. In order to reach the general objective and answer the research problem, we set as specific objectives: characterize the historical development and the main concepts of the theoretical tradition of liberal-internationalist institutionalism; to analyze the historical development, structure and decision-making process of the International Labour Organization; and, analyze the formulation of the Maritime Labour Convention, as well as characterize its main norms and instruments supervision.
