Crianças e adolescentes: reflexões acerca da negligência familiar e a proteção social

Abstract

The article systematizes some reflections on the violations of the rights of children and adolescents, focusing on the theme of negligence. Therefore, a bibliographical review was necessary, covering the categories: child and adolescent, neglect, social issue, family and social protection. The objective is to reflect on the different forms of negligence against children and adolescents in the family context and the applicability of social protection, in order to contribute to the qualification of professional intervention. In this sense, the summaries were extracted from texts, as well as sketched in the form of tables on the different ways in which children and adolescents are being neglected. Neglect is approached as a manifestation of violence, thus an expression of the social issue experienced by children and adolescents. It is noteworthy that even with the advance through the Federal Constitution of 1988 and the Statute of Children and Adolescents-ECA in 1990, the violations of rights committed against children and adolescents are still persistent. At the end of the study, it was possible to apprehend that the different forms of negligence that manifest themselves in the family context and the applicability of social protections through the ECA, bring us to reflection on the importance of legislation and its appropriation for intervention with children and teenagers who are under the act of being neglected. Finally, the reflection that it is necessary to move forward with regard to what are the most recurrent forms of neglect that children and adolescents experience in their social contexts, aiming at coping with it.
