O processo de tomada de decisão e o embate político na câmara de vereadores de Sant’ana do Livramento em relação à agenda de desenvolvimento municipal

Abstract

With the lens focused on the decision-making process in the legislative environment and the relationship with political conflict and local development, this dissertation had as objective to analyze how the decision process occurs and the partisan political clash in the City Council of Sant ' Ana do Livramento, in relation to the municipal development agenda. To reach this objective, a descriptive research was developed, a qualitative approach conducted by the case study method. In this research, the subjects were intentionally determined, being the seventeen councilors in parliamentary mandate in the municipal legislature, the last two former municipal mayors, the mayor of the 2017-2020 management and the vice mayor of the 2017/2020 management, who were formally contacted and authorized to participate in the research, which was carried out from July to November 2018. As a result, it was contacted that those involved are affected by divergences of opinions, positions and interests, maintaining the focus, according to them, in the that is better for the local community, with a view to the development of Sant'Ana do Livramento. From the speech of the respondents who have been in the performance of the mandate both in the legislature and in the executive, it was found that there is a different view of these in relation to those who occupy exclusively the parliamentary mandate. Those who are or have been at the helm of the City Hall express a stronger feeling of political influence in decision-making. Regarding the theoretical contributions of the study, the thematic interdisciplinarity is called attention, bringing to the behavioral theory of the decision the discussion of other subjects unrelated to the Administration, like democracy and the theory of the development.
