Análise da matriz swot no setor de transporte escolar da Secretaria Municipal de Educação de Santana do Livramento/RS

Abstract

The definition of organizational guidelines and environmental analysis are an important tool for strategic planning, a concept that has been gaining notoriety in the public sector. Considering the importance of this tool, this research is based on the following research problem: How do the definition of organizational guidelines and the accomplishment of the environmental analysis impact on the Transportation Sector Management of the Santana do Livramento / Rs Department of Education? In view of this, this study has the objective of analyzing how the definition of organizational guidelines to carry out the environmental analysis impact on the Transportation Sector Management of the Secretariat and describe the organizational identity, define the organizational identity, apply the SWOT Matrix and verify the effects of the definition of the identity of the organization in the Transportation Sector of the Santana do Livramento Department of Education. The chosen method was action research, developed in three stages: survey of the situation, diagnosis of the real situation of the Transportation Sector of the Department of Education of Santana do Livramento / Rs with observation and structured interview to analyze what the real conditions of the department. Data analysis was performed through content analysis. With this research, it was observed that the public administration can use private management instruments, such as strategic planning, in its public departments aiming at improving the services provided by the State and municipalities. The work also brought alteratives to overcome the challenges that SWOT matrix analysis presented. As a limitation of the research was pointed out the short period of time in which it was developed. It is suggested for future research the reapplication of the interviews to measure the impact of the research.
