Qualificar o censo escolar no Sistema Municipal de Educação de Arroio Grande, RS: ação articulada e contínua de formação profissional

Abstract

The School Census, carried out annually in Brazilian schools, public and private, gives rise to a very important database, which is managed by the National Institute of Educational Studies and Research Anísio Teixeira - INEP, in collaboration with state and municipal education departments, to serve the management of Basic Education in all areas of the System National Education. It is a source of information for the preparation and monitoring of the National Education Plan, as well as the corresponding state and municipal plans. This also applies to the definitions and evaluations of curricular policies, appreciation of educators, promotion and federal financing. It is, therefore, an essential subsidy for the management school, whether for studies on the location and needs of infrastructure of educational establishments or for updating political pedagogical projects, their goals and priorities, and even for institutional self-evaluation of each body and unit of the state and municipal education systems. In this article, we present a professional training action continued, carried out in an articulated manner between the technical team of the Secretariat of Education and school managers in the municipality of Arroio Grande, aiming to qualify the collection and recording of data in the School Census; and therefore improve the design of public policies and the management of all bodies and units of this Municipal Education System. The project originated from diagnostic research by the first author of this article and was developed in the Professional Master's Degree in Education, in Federal University of Pampa - Campus Jaguarão, with guidance from the second author. However, it is fair to highlight the institutional support and the work of all the participants, discreetly mentioned below. The studies and practical activities, developed in conversation circles and workshops between the directors of municipal schools and the professionals who coordinate the census process, in addition to other management functions of the municipal system of education, took effect during the 2022-2023 cycle. Furthermore, there are the expectation that this professional training carried out in service will be continued, to strengthen the management of public schools. With the purpose of sharing the perceived problem and conceptions and experiences of this project, we structured the article with brief information about the context, the School Census, the planned actions and some considerations reflective.
