A promoção da igualdade social compartilhada uma análise sobre os pontos de encontros entre as políticas internas e externas brasileiras durante o governo Lula (2003 a 2010)

Abstract

This study aims to understand the relations between the Brazilian internal and external policies during the administration of President Lula da Silva (2003-2010). Therefore, the paper presents two assumptions: one thematic and conceptual and another empirical and practical. Regarding the first, the research proposes that the promotion of social equality was present as an integral part of domestic and foreign policy agenda of Lula's actions. Furthermore, the study presents the work of the United Nations Development Programme (UNDP) as one of the concrete and empirical evidences of the interrelation of these political levels (second hypothesis). As a result, the study adopts the methodology of creating a Weberian ideal type of public policies for social equality to serve as a lens in the exercise of comparing the descriptions of internal and external policies of Lula with pertinent academic references to this area. Nevertheless, the search investigates the guidelines and principles regarding the UNDP international actions, as well as projects and concepts on its role as a promoter of social equality on the Brazilian domestic scenario. From there, the relations between those different domestic and international actors have been investigated, testing the hypothesis that designed the objectives of this research, perceiving the internal and external political actions during the period. Seeking thereby an analysis of how occurs this complex web, involving the executive branch and foreign institutions in general, in the public policies implemented in Brazil; having the International Relation as the main scenario, field in which are developed power struggle spheres that transcend state negotiations and arrive at the individual through initiatives, in this case, to promote social equality
