Políticas de atendimento a população em situação de rua em Uruguaiana/RS: atuação intersetorial entre saúde e assistência social

Abstract

This study seeks to debate the policies of assistance to the homeless population, including the implementation and intersectoral action between social health and social assistance policies. The main objective is to analyze how the organization and the intersectoriality of the assistance provided in the Institutional Shelter for adults and families living on the street and in the Consultório na Rua program in the municipality of Uruguaiana/RS, takes place. For this, an analysis was carried out on how these public policies are implemented in the care of the homeless population in the local government, the recognition based on the perception of political actors, managers and technicians on how actions to meet demands are developed. of this social segment, as well as the understanding of the intersectoriality between these health and social assistance policies in the municipality of Uruguaiana/RS. The investigative cycle was based on the analysis of the dialectical method and its methodological categories of historicity, totality and contradiction, which articulated allow the interpretation of reality and explanation of facts. The methodology to achieve the objectives of this study consists of qualitative research with three sections: documental, bibliographical and exploratory analysis. From the concerns regarding the theme of public policies in the care of the homeless population, the course of this analysis carried out a literature review to understand the historical transformations experienced by this social segment, as well as the social policies aimed at their care, explaining on the actions developed by public health and social assistance policies, with an emphasis on primary health care offered by the Consultório na Rua and on full protection and high-complexity care offered by the Institutional Shelter. The theoretical references and documental sources deepened the knowledge about the trajectory of the formulation and implementation of the analyzed public policies, the Unified Health System (SUS) and the Unified Social Assistance System (SUAS), taking into account the political, social and economic scenarios. that influence the construction and evolution over the years. Thus, the study sought to highlight possible paths needed to overcome this reality of life on the streets, improving the implementation of public policies implemented that meet their demands, aiming at guaranteeing rights. Based on the analysis of the reality of the Clinic on Rua 11 Papo Cabeça and the Institutional Shelter for Homeless Adults and Families, it was understood that both are fundamental mechanisms for the effective implementation of policies to assist homeless people in Uruguaiana/RS. However, there are limits and challenges that still need to be overcome, the qualification of the teams, the processes of working conditions and the structure and equipment for carrying out the work, so that social rights are fully guaranteed.
