Política externa brasileira para a áfrica: herança da Pei na era Lula

Abstract

The year 2003 marks a new start in Brazil-Africa relations. Under the aegis of the Lula government, from 2003 to 2010, Africa gains a differentiated status and becomes part of the priorities on the agenda of the country's foreign relations. The brazilian diplomacy, with a more pragmatic and active foreign policy, sought advances and new strategic partners in a moment of emergency in the country, rescuing guidelines and elements of a daring political model: independent foreign policy. The Africanist policy, initiated in the years 1960, in the governments of Jânio and João Goulart, gave more visibility and universalized the foreign policy of Brazil, with a more autonomous positioning in the international system. The strengthening of multilateralism and narrowing of South-South relations has become the focus in this period, as well as cooperation in the various areas. In this way, the present research seeks to analyze the history of Brazil-Africa relations since the post-Cold war, identifying the contributions of the PEI to the Brazilian foreign policy of the Lula governments. In order to understand the main characteristics of Brazilian foreign policy, it is necessary to address the policies implemented in the PEI, in order to understand the origin and the relaunching of an African assertive and constructive policy, as well as the development and progress accomplished for Africa.
